the staff of the Government Marine Surveyors' Department
of the Harbour Office at Hong Kong, I am directed by the
Board of Trade to state, for Secretary Sir Philip
Cunliffe-Lister's information that, as suggested in the
second paragraph of your letter, they have arranged for
Commander Hole (assisted by Mr. Swan of the Hong Kong
Service), to discuss the question with the officers of
this department. The result of this discussion is set
out in the accompanying memorandum with the terms of which
the Board concur.
It will be observed from this memorandum that the
addition of one Ship Surveyor and two Engineer Surveyors
